Govt approves organisation of national contact point for ESPON program

The Government approved in its meeting of Sept. 3 a decision according to which the Ministry of Development, Public Works and Housing, in its capacity of national authority for the ESPON program 2013, organises the ESPON National Contact Point in Romania.
The ESPON National Contact Point – PCE is the body, which is included in the national program of implementation of the ESPON 2013 Program and is organised by each country participating in the program and by the beneficiaries of ESPON 2013 Program.
 
ESPON 2013 Program is an operational program within the European observation network for territorial observation and cohesion through which the financial assistance for 2007-2013 from the European Fund for Regional Development is accessed, reads the release.
The goal of the ESPON 20013 Program aims to support policy development in relation to territorial cohesion and to strengthen the harmonious development of the European territory by providing comparable information on the development of regions, cities and territories.
 
The ESPON National Contact Point in Romania supports the implementation of the ESPON 2013 Program, achieving mainly the following categories of activities: transactional activities made within a project in which participate at least three national contact points funded through the budget Priority 4 of the ESPON 2013 Program; applied research projects, focalised analyses or scientific projects funded through Priority 1, Priority 2 or Priority 3 of the ESPON 2013 Program: national activities delegated by the Ministry of Development, Public Works and Housing (MDLPL).
 
The national activities delegated by the Ministry of Development, Public Works and Housing are:
ensuring national scientific expertise with a view to examining the conclusion presented in the studies funded through the ESPON 2013 Program and the validation or correcting of information pertaining to Romania from these studies;
ensuring connection between the EPSON 2013 Program and the national scientific community, from the field of development research and territorial cohesion and streamlines the connection between this and the relevant European scientific community;
contributing to strengthening relations and information exchanges in the development field and territorial cohesion between the research institutions, on one hand, and the decision makers and practitioners on the other hand;
contributing to increasing the information level and utilisation by decision makers of ESPON studies for the substantiation of the decisional process;
promotion of ESPON 2013 Program in Romania through activities of dissemination and information of interested factors;
dissemination of information on the project requests launched within ESPON 2013 Program;
the establishment and management of the database of prospective beneficiaries of ESPON 2013 Program in Romania.
 
According to the same release, the Ministry of Development, Public Works and Housing designates through order of the minister, the body in which will be established and run the ESPON National Contact Point in Romania, a body that will be selected through a procedure of public acquisition.
 
The ESPON National Contact Point in Romania runs for the entire period of implementation of the ESPON 2013 Program and is part of the ESPON Network of National Contact Points.
The activity of the ESPON National Contact Point in Romania will be financed by the budget of the Ministry of Development, Public Works and Housing.
