President Basescu: Abuse cutting, sole aim of govt. EO banning joint wage and pension collecting

Attending on Thursday (Jan 8) the stocktaking session of the Supreme Council of Magistrates (CSM), President Traian Basescu said that the government Emergency Ordinance banning the joint collecting of wage and old-age pension was aimed "neither at the caretakers of disabled, nor at actor Victor Rebengiuc (an iconic figure, now at retirement age – Ed. Note," but at abuse of public money.
"It was targeted at abuse in the Ministry of Defence, the Ministry of the Interior, the Ministry of Justice. The situation is such that huge incomes are pocketed from the state and what we witnessed was the reaction to the government's courageously issuing a law that allows no exception.

How on earth can we, in 2009, write a law that incorporates no article stating that the chairman of the High Court of Cassation and Justice, CSM members, the generals of the Ministries of the Interior or Defence are subject to exception? That's what democracy looks like, exception-free," said Basescu.
He said that he knows that many were disturbed by the Emergency Ordinance because they had got used to "being the clients of exception."
"My big request to you is to handle matters without exception. I am perfectly aware of the effects of pressure put right now on the Constitutional Court of Romania; this institution too has four judges who are still in work pensioners. The exception will probably override in the end. And yet, this is the first law with no article of exceptions and this irked everybody.
I think that the Emergency Ordinance observes the Constitution that requires equal enforcement of the law on everyone," said Basescu.
He added that if necessary, a solution will be found to promote the same goal by other legislative formulas.
"I repeat, this was not aimed at the caretaker of the disabled or the actor on stage, but at abuse perpetrated with public money," specified the head of the state.
