Natural monopoly fee, approved in Government
The Government approved the ordinance on imposing some additional taxation measures on the activities of a natural monopoly nature allowed by the state through privatization contracts or through the lease of some assets or of some public services held by the state.
According to the draft released on the Public Finance Ministry’s (MFP) website, the natural monopoly fee will be charged from electricity and marsh gas sector operators starting on February 1, 2013, and will bring additional revenues to the state budget worth 257.52 million lei in 2013 and 295.7 million lei in 2014.
The fee value stands at 0.45 lei/MWh and is applicable to the energy, which the rates corresponding to the electricity or natural gas transport services apply to, namely 1.25 lei/MWh to the energy, which the rates corresponding to the electricity or natural gas distribution services apply to. The additional fee will be included in the rates charged by the companies in the electricity and natural gas sectors. The fee on natural monopolies in the energy sector will be charged until December 31, 2014.
The fee will not be charged from the electricity or natural gas distribution operators having a number of customers smaller than 100,000.
According to the draft law, in case the electricity or natural gas volumes are billed for a consumer without going through the distribution system (consumers directly connected to the electricity or natural gas transports system), the natural monopoly fee value stands at 1.7 lei/MWh. The same value applies to consumers exclusively billed electricity or natural gas distribution services.
The National Fiscal Administration Agency will manage the fee imposed on operators of the electricity and natural gas sector.
